From 1841 to 1925, this was the complex of the Central Police Department, including 16 sections built in British colonial architecture including the police administration and small prisons. In 1862, with the number of prisoners increasing, the government decided to expand the vicinity and the Ta Kwun complex was formed from that day on. In 1867, a Chinese diplomat and statesman from the Qing dynasty went to Hong Kong and visited Tai Kwun. He recorded in his travel diary the status quo inside the prison: it was a three-story building and the worst offenders would be locked up on the top floor. Renamed Victoria Prison since 1899, it underwent several expansions and reconstructions during the 20th century and was officially decommissioned in 2006, fulfilling its law enforcement mission for the city. .

In 2008, the government of the Hong Kong Special Administrative Region cooperated with the Hong Kong Jockey Club to carry out a project to restore and preserve the complex of architectural and historical value. this history. It was one of the most expensive, historically and culturally important heritage restoration projects in Hong Kong at that time. After 8 years with many difficulties and challenges, the complex was finally successfully restored and officially opened to visitors at the end of May 2018.
