The statue of a carp turning into a dragon is located on the east bank of the Han River, between the Dragon Bridge and the Han River Bridge, the head of the statue is facing the Dragon Bridge as if it is trying to become a giant dragon of the world. The entire statue is located outdoors, visitors should choose the dry season time from March to the end of September, this period is less rainy, so it is suitable for outdoor activities. To complete the statue, people have mobilized 30 skilled artisans of the Non Nuoc stone carving village, continuously working for 3 months to complete.
The dragon's head is inspired by the image of dragons in the Ly Dynasty, a period of development in Vietnamese history. The body is the body of a carp, bending and jumping out of the water. The body is shaped with solid scales, along the back are stylized scales like a dragon's back. The fishtail part is a stylized image of two symmetrically placed hands spreading out to support the tea, meaning peace, prosperity, solidarity.
